Well, yes, except a ban on alcohol for fertile women is likely to have the effect of no fetii to be affected. You know, given the mating habits of certain societies around the world – alcoholic lubrication so often preceding lubricity. This before we even consider how dating is done, let alone seduction.

We have enough trouble with the drugs that are at present deemed illegal. We really don't need to repeat the American's error with alcohol.
No, they do not wish to abolish pregnancy, merely restrict it to certain approved classes, teetotallers (very probably they prefer vegan ones) and young women seeking a "social housing" flat.
Don't be silly; the key word is "excessive". Not a good optic to hammer the optic routinely for ANYONE
