This isn’t quite what James Comey actually says of course but it is very much what he means. That there’s some set of standard of morals which mean someone is pure enough to be or become President and those who don’t meet this standard shouldn’t be there. Something which would have meant John F shouldn’t have been there and quite possibly that the little brother, Ted Kennedy, shouldn’t have been in the Senate.
That’s the problem with such moral grandstanding of course, someone’s bound to point out that sauces for geese are sauces for ganders:

In his first interview since being fired by Mr Trump, Mr Comey said it was possible the Russians have compromising material on the US president.
Mr Comey portrayed Mr Trump as a serial liar who treats women like “meat” and acts like a mafia boss by demanding loyalty from those around him.
The mafia boss part, the demanding of loyalty, that’s not exactly abnormal now, is it? We’ve not heard stories about how only those on the right side of Hills and Bill thrive and survive in the Democratic Party of recent years? There are even – unfounded and entirely scurrilous – those suppositions that those who weren’t entirely on side and total in their loyalty ended up dead in parks. Untrue, of course it is.
“A person who sees moral equivalence in Charlottesville, who talks about and treats women like they’re pieces of meat, who lies constantly about matters big and small and insists the American people believe it, that person’s not fit to be president of the United States, on moral grounds,” he continued.
We don’t know all the gory details of Trump’s sex life but we’ve a reasonable enough idea. He’s been shagging near all he can get to agree all his adult life. There are most certainly accusations that he’s been more than a little rude and crude. But at least so far as we know there’s never been any confusion or argument about consent. Not entirely what we might be able to say about Bill now, is it? Note what I’m not saying, that Juanita and others are right in what they claim. Just that even the claim hasn’t been made about The Donald.

At which point perhaps we should revisit those stories of the 60s’ Camelot? If we’re to be choosing Presidents on the basis of what they do with their d**ks then that’s JFK out, isn’t it? Bobby perhaps shouldn’t have been allowed to run. And that human gin blossom, Teddy, he’d not have become the Lion of the Senate if we tried to apply such standards now, would he?
The results of this consideration being that we’ll just have to agree to the usual moral standards of public life. Hypocrisy. I’ll insist my enemies must be held to higher standards than my friends. Rather the opposite of what the philosophers tell us.

There being no perfect politician we have to choose the least awful. The alternative candidate told Comey that she couldn’t remember what she had written because of a head injury. She told a Senate committee that she didn’t understand the importance of a letter C on a government document- after decades of carrying out government business. Pat, I agree with you regarding the relative fitness for the Presidency. But beyond that, Comey’s little rant explains everything that is going on at the FBI and the Russia/Collusion investigation: A group of agents and administrators are united in their opinion that Trump is morally unfit and that it would be valorous to remove him from office, or provide Congress or the Cabinet or the wobblies in Trump’s own party the tools to do so, whether or not he has violated any law.
